If I have a paper stating that I have (light) Cerebral Palsy Will I be able to get Disablity somewhere else?

I live in B.C. Canada, I want to move to Quebec in the near future now I have a doctor's signed note stating that I have (light) Cerebral Palsy. Can I get Disablity in Quebec faster if I used that signed paper?
