"what is" by E E mings: what is this poem about? why is it written in this strange way?

Maybe it suppose to reflect the way the ship is going up and down on the ocean waves, or the waves are interrupting his writing. He seems to have an epiphany of the here and now and is born with millions of cries of angels.
