Ped up for a promotion?

I was hired in an entry level position the same time as many of my co-workers, and I was one of the few, if any, in the same cl that did not get promoted to the "next level" up. My manager says he sees one coming for my in a few months time, but I am hurt and somewhat embarred that I did not get the same rewards as my counterparts. And my admin/project manager always tells me how much of a great job I am doing and how I am an et to the team...then why did I not get promoted? I dont understand. HE tells me I need to be more outspoken, and he sees my progress in that area (communications), but still... how do I deal. the next review cycle ends early spring of 09.
